| | Dear Road Wizard: On the east side of Maple Grove Road, just south of Overland, someone has left a barrier (for a long time) at a storm drain. It's causing a big puddle. B.B.@ |
| | "Someone" was the contractor for a new two-building project by Community Connections on Maple Grove. The project began last fall, but took a long winter pause. Boise City required the contractor to use "Best Management Practices" to prevent sediment and debris from entering the storm drain and ultimately the Boise River. He placed a fabric filter into the storm drain to allow water to pass and hold the sediment. When I asked ACHD's inspector to look into it, he looked into two-plus inches of sediment that completely blocked any chance for water to drain. Contractors are supposed to maintain these filters. Boise City identified the contractor, and the ACHD inspector extracted a promise to replace it immediately. The goal of "best practices" is to avoid polluting the river, not create duck habitat. Agency A and Agency B often coordinate quite well on big items, but can overlook details like this. Therefore, observation and follow-up by Agency C(itizen) are a necessary part of problem-solving.
