Dear Road Wizard: I am appealing for signal timing that makes it more inviting for traffic south of State Street to use 23rd Street instead of 27th Street. All it would take is to reduce the exceptionally long wait for a green light at 23rd. S.@
The long wait is...long, but not longer than at 27th. The various State Street progression programs treat both 23rd and 27th Street the same. The program day goes from 6:45 a.m. to 8 p.m. on weekdays, from 7:30 a.m. to 8:30 p.m. on Saturdays, and from 10 a.m. to 7 p.m. on Sundays.

During these hours, State Street signals have pre-set minimum green times so that coordination will work. At night, the actuation response time is the same for both streets.

Beyond that, things are not equal. When State Street was widened in the 1990s, the plan eliminated one big attraction for using 23rd Street: No crossing to the north side of State.

Don't think I can fix that! However, there is an attraction for 23rd Street. If 27th Street drivers tire of long northbound stackups and plan to turn right onto State, try 23rd (kindly don't speed). Whenever I tested this, the stackup was negligible, and I could turn in the next signal change.
