Why is the bridge now four lanes?

Building a bridge is a complicated and expensive public works project given the engineering and environmental considerations. ACHD Commissioners decided it was better to do a 4-lane bridge now. It will be cheaper and the river will only be disturbed once, instead of the original plan, which was to build a two-lane bridge and to add two additional lanes sometime in the near future.
