On June 24, 2009 ACHD Commissioners officially adopted the 2009 Capital
Improvements Plan (CIP).
2009 Capital Improvements Plan
The Capital
Improvements Plan, or CIP is the list of roadway, intersection and
other infrastructure improvements needed to serve this fast-growing
community over the next two decades.
Traffic projections, fueled by the comprehensive growth plans of Ada County and
its six cities, form the basis for the 20-year program. Each of the land uses
- the new homes, stores and businesses - creates future vehicle trips on the transportation
network. CIP projects will expand the network to serve this growth along with
older infrastructure needs.
Projects within the CIP that serve growth are eligible for impact fees, the charges
levied on new homes and businesses to help pay for the needed roadway expansion.
Idaho law requires that the District create a CIP to outline the future transportation
network needs. The amount of impact fees charged on new structures is based directly
upon the costs of the transportation projects necessary to serve the anticipated
growth throughout the county.
