The ACHD Director oversees the day-to-day operation of the District and works with
the Board of Commissioners to set policy and long-range direction. The Director
is the one employee directly hired by the elected Commissioners and is responsible
for the management of the ACHD workforce.
In early 2006, Director William J. Schweitzer won Commission approval for a reorganization
of ACHD that put the agency's major functions under three distinct divisions: Operations,
Planning & Projects and Technical Services. The goal is to institute
a project-management focus to ACHD that will provide the consistency and attention
to detail needed to bring projects in on time and on budget. An important element
of the new project focus is to engage the public early in the project planning or
concept phase to ensure the final product best meets what the public desires.
